The
Veterinary Mutual Recognition Facilitation Group (VMRFG) was established by the
Member States and held its first meeting in April 1997 in order to co-ordinate
and facilitate the operation of the mutual recognition procedure. The Group had
no formal position in EC legislation, but established itself as a major player
in the new European system. The
2004 amendment to Directive 2001/82/EC (Directive 2004/28/EC) provided for a
Coordination Group for the examination of any question relating to marketing
authorisation of a veterinary medicinal product in more than one Member State.
This group was established on 31st October 2005 and replaced the
VMRFG; it is named CMD(v) [Coordination Group for Mutual Recognition and
Decentralised Procedures (veterinary)]. The
CMD(v) is made up of a representative from each Member State and the EMEA
provides the secretariat. The Group meets monthly and provides a forum where
procedural issues can be discussed, and problems regarding individual
applications for veterinary product authorisation can be resolved. Scientific
discussions related to individual applications are organised and chaired by the
specific reference member state (the RMS). CMD(v) issues a press release
("Report of CMD(v) - for release") after each meeting which is
published on this web site one month after each meeting. An electronic tracking
database (CTS) allows the Member States to follow the progress of individual
applications and their subsequent variations. The
VMRFG elaborated an important number of Best Practice Guides, which have been
updated by the CMD(v). These, along with new CMD(v) documents, are available on
the web site. In addition, a number of internal procedural and guidance
documents are available on request. The
CMD(v) holds regular liaison meetings with the industry trade associations to
discuss items of mutual interest, but is unable to handle requests from
individual companies about particular applications. Such requests should be
referred to the potential RMS who may then bring matters to the attention of
the Group for prior consideration and advice. Questions of a more general

human sector (the CMD(h) and a close link has been established between the two
groups.
